لم يبقَ ملف في العالم لم تتداول به القمة، كما قال المؤت مر ال حافي المشترك للرئيسين، بعد ثلاثة عقود على سقوط جدار برلين وانهيار الاتحاد السوفياتي، وتصرف أميركا كدولة حاكمة للعالم لا تحتاج لشراكة أحد لإدارة ملفات السياسة والأمن والاقتصاد، ليطل الرئيس الأميركي من هلسنكي، بعد محاولات تجاهل وإنكار للشراكة الروسية لسنوات، ويقرّ بأن لا مفر من هذه الشراكة، وبأن أميركا لم تعد حاكماً منفرداً للعالم، وأن زمن القطبية الأحادية قد ولّى.
الإنجاز الأهم الذي عاد به الرئيس ترامب كان توافقاً مع الرئيس بوتين على تقاسم سوق النفط والغاز في أوروبا دون حرب أسعار، بعدما غادر أوروبا غاضباً وهو يشنّ هجوماً على قادت ا الذ ن اتهمهم بالرهائن لروسيا من خلال تبعيتهم الاقتصادية لأنبوب السيل الشمالي الروسي. وهو ما وصفه الرئيس الروسي بالدفاع المشروع عن المصالح الأميركية مقدماً عرضه لتنظيم السوق بما يحقق المصالح المشتركة من دون تخفيض الأسعار بسبب التنافس أو رفعها بسبب الاحتكار إلى الحد الذي يضرب الاقتصاد ويؤدي للركود.
بالمقابل كان واضحاً من تأكيد الرئيس الروسي على مسار أستانة بشراكة إيران كإطار للحل السياسي في سورية، أن المقايضة التي رغب بها ترامب ورئيس حكومة الاحتلال بنيامين نتنياهو لم تتم، فتم التسليم بانتصار روسيا والرئيس السوري من دون تسليم مقابل بالتعهد بنقل إيران إلى ضفة الخاسرين، بل حظيت إيران بمرافعة روسية عن حسن أدائها في الملف الن وي من منبر المؤتمر الصحافي مع الرئيس ترامب، وجاءت التتمة بكلام الرئيس الروسي عن العودة لفك الاشتباك على حدود الجولان المحتل خالية من تعهد بانسحاب إيران أو حزب الله، بل جاءت معطوفة على لسان بوتين بتطبيق القرار الأممي 338 الذي ينص على انسحاب «إسرائيل» من الجولان المحتل حتى حدود العام 1967، وهو استعادة ذكية من بوتين لما ورد حرفياً في البند الأخير من اتفاق فك الاشتباك الذي يقول: «لا يعد هذا الاتفاق اتفاقية سلام نهائي، رغم أنه خطوة نحو سلام دائم على أساس قرار مجلس الأمن رقم 338».
لبنانياً، وفي مناخ التعقيد الحكومي وعدم ظهور مؤشرات حلحلة حقيقية في مس ر ولادة الحكومة الجديدة، استقطب الاهتمام ما حملته القمة الروسية الأميركية من إشارات سيقرأها اللبنانيون بتمعن. فالرهان على خروج إيران وحزب الله من سورية ضمن صفقة أميركية روسية لم يعد موضوعاً للجدال والانتظار من جهة أو القلق من جهة أخرى. وسورية الجديدة باتت واضحة المعالم، خروج أميركي إسرائيلي بلا مقابل يتعدى العودة لاتفاق فك الاشتباك الموقع عام 1974 على قاعدة اعتباره مقدمة للانسحاب من الجولان، بدلاً من السعي الإسرائيلي لضمه، والانسحاب من الجولان كما نص القرار 338 الذي ذكر به الرئيس الروسي يعني تفاوضاً، يضع روسيا شريكاً في إطلاق عملية سلام شاملة، تسعى واشنطن لتعليبها ضمن ما سُمّي بصفقة العصر. وهذا يعني ربط نزاع روسي أميركي حول ما عرف بمساعي السلام الشامل مع إسرائيل. بالمقابل برز كلام لافت في المؤتمر الصحافي أراد منح البعد الإنساني في الملف السوري أولوية على الشأن السياسي، لتبرير تناول أميركي روسي مشترك لتفاهم حول السعي لحلول عاجلة لقضية النازحين، التي تضغط على أوروبا وعلى دول الجوار، كما قال الرئيسان ترامب وبوتين، بصورة لم يرد فيها أي ربط بالحل السياسي، كما كانت الحال دائماً في المواقف الأميركية والغربية، وهو ما سيعمل الأطراف المعنيون في لبنان على استكشاف مدى تعبيره عن تغيّر في الموقف الأميركي يتيح التموضع على ضفة التأقلم مع التغيير المقبل في سورية من البوابة الإنسانية وتوفير فرص انفراج اقتصادي سكاني و أمني في أوروبا، وانفراج مشابه في دول جوار سورية منعاً لانفجار اجتماعي حمل ما شهده الأردن بعضاً من مؤشرات الخطر التي يحملها، ولعل في هذا التموضع ما يرسل إشارات تزيل بعض العراقيل من طريق ولادة الحكومة، التي كان البعض يربط مصيرها بانتظار ما ستخرج به القمة لجهة مستقبل وجود إيران وحزب الله في سورية، أو لجهة ربط ولادة الحكومة بربط عودة النازحين بالحل السياسي، وكلاهما لم يعد وارداً.
الحريري: الحكومة خلال أسبوعين!
ليست المرة الأولى الذي يضرب الرئيس المكلف سعد الحريري موعداً لولادة الحكومة، فسبق أن وعد اللبنانيين عقب تكليفه بحكومة قبيل يد الفطر، غير أن رياح الصراع على الحصص والحقائب الوزارية لم تسر وفق ما تشتهيه سفن رئيس حكومة تصريف الأعمال، ولم يكن يعلم أنه سيواجه كل هذه العقد الداخلية لا سيما على الساحة المسيحية وسط عواصف إقليمية مؤثرة على لبنان.
وقد حاول الرئيس سعد الحريري رمي الكرة من جديد الى ملعب التيار الوطني الحر ورئيس الجمهورية عبر إشاعة أجواء تفاؤلية وتحديد مهلة أسبوعين لولادة الحكومة، من دون أن يُفصح عن مصدر هذا التفاؤل وهذه الثقة وعلى ماذا استند من معطيات جديدة في ظل بقاء العقد على حالها من دون إحراز أي تقدّم، بحسب معلومات «البناء»، مع بقاء الحزب التقدمي الا ش تراكي على موقفه حيال الحصة الدرزية وتضارب في المعلومات حول حل العقدة المسيحية الأم، كما وصفها رئيس المجلس النيابي نبيه بري الذي أشار الى أن العقد الحكومية على حالها ولا جديد.
وأمس كرر النائب وائل أبو فاعور هجومه على التيار الوطني الحر، ولفت إلى أن «النزاع المسيحي بالنسبة لنا هو محاولة الاعتداء على « القوات اللبنانية » ولا مانع في تمثيل وزير المهجرين في حكومة تصريف الأعمال النائب طلال أرسلان بوزير ماروني من كتلته». وفي حديث تلفزيوني، أشار إلى أن « التيار الوطني الحر » لم يعد الأقوى مسيحياً ومن انقلب على اتّفاق معراب لا يحقّ له الكلام عن العرقلة. والحلّ هو بحوار بين رئيس الجمهورية ووزير الخارجية في حكومة تصريف الاعمال النائب جبران باسيل لان العقدة هنا»، معتبراً أن «العقدة هي في عقلية الحزب الحاكم التي يُمارسها التيار الوطني الحرّ».
وفي وقت يربط أكثر من مصدر متابع زيارة الحريري الى بعبدا بلقاء بين الأخير والوزير جبران باسيل، أشارت قناة الـ»MTV» المقربة من حزب «القوات» الى أن «رئيس الحكومة المكلف سعد الحريري لن يزور قصر بعبدا قبل أن يتبلّغ جديداً مسهّلا للتأليف من رئيس الجمهورية ميشال عون ومن رئيس «التيّار الوطني الحر» وزير الخارجية في حكومة تصريف الأعمال النائب جبران باسيل ». وقال الحريري: «أنا متفائل وأتواصل مع الجميع»، مشيراً الى ان «هذا التواصل سينتج حكومة قريباً ولا شيء يمنعني من لقاء رئيس التيار الوطني الوزير جبران باسيل». وأضاف «نحاول تهدئة الجميع وجوّنا إيجابي وجو التيار الوطني أيضاً»، مضيفاً «الحكومة ستولد خلال اسبوع او اثنين ان شاء الله». وعاد الحريري وذكر بصلاحياته الدستورية غامزاً من قناة باسيل وقال: «أنا الرئيس المكلف أشكل الحكومة بالتوافق مع رئيس الجمهورية وكل الاحزاب والكتل ممثلة وبناء عليه اقوم بالاتصالات وبنتيجتها اقابل رئيس الجمهورية ونتشاور ونصدر التشكيلة الحكومية.
وإذ رفضت مصادر الحريري تفسير تصريحه وعن مصدر تفاؤله، لفتت لـ«البناء» الى أن «الرئيس المكلف يعمل بصمت وهدوء مع مختلف الأطراف للتوصل الى صيغة حكومية ترضي الجميع قدر الإمكان، وربما تفاؤله يستند إلى معطيات توفرت له خلال اتصالاته ولقاءاته الاخيرة، الى جانب ثقته بأن تأليف الحكومة مصلحة مشتركة لجميع القو ، لكن لا يمكن الحديث عن مسودة نهائية للحكومة وعندما تتوفر مسودة بين يديه سيتوجه الى بعبدا لإطلاع رئيس الجمهورية عليها»، مشيرة الى أنه «سيكثف اتصالاته ولقاءاته في الايام القليلة المقبلة».
وفي إطار التواصل الحكومي بين المستقبل والتيار الوطني الحر عقد وزير الثقافة في حكومة تصريف الاعمال غطاس الخوري اجتماعاً في مكتبه في الوزارة، مع النائب الياس بو صعب، تمّ خلاله التباحث في مجموعة من النقاط الآيلة إلى تسهيل تشكيل الحكومة، ومعالجة مجموعة العقد التي تؤخر التشكيل والتي تعني غالبية الأطراف السياسية، وهي قيد المتابعة. واتفق الطرفان بحسب بيان وزّعه إعلام «تيار المستقبل» على ان يُصار إلى وضع الرئيس المكلف سعد الحريري ورئيس «التيار الوطني الحر» بالاقتراحات المطروحة والعودة إلى عقد لقاء غداً اليوم .
وقالت مصادر مطلعة في التيار الوطني الحر لـ«البناء» إن «اللقاء يأتي في إطار التواصل الطبيعي بين التيار والمستقبل للبحث في العقد والعمل على تقديم اقتراحات لتذليلها». ونفت المصادر أن «يكون هدف اللقاء تمهيداً للقاء الحريري باسيل»، موضحة بأن اللقاء ليس متعثراً كي نعقد اجتماعات تمهيدية، بل اللقاء ممكن أن يحصل عندما تتوافر الظروف»، وأبدت المصادر ترحيبها بكلام الحريري عن أن التيار يتعامل بإيجابية مع التأليف، معتبرة أن كلام الحريري رد واضح على الذين يتهمون التيار بعرقلة الـتأليف، لكنها أوضحت بأن الإيجابية التي تحدث عنها الحريري لا تعني تنازلنا عن حقنا في الحكومة، ونفت المصادر أن تكون العقد المتداولة قد حلت بانتظار مزيد من التشاور».
ويتوجه الحريري نهاية الاسبوع الى اسبانيا، حيث يلتقي كبار المسؤولين ويلقي حاضرة في إحدى جامعات مدريد. في حين توجه وزير الداخلية والبلديات نهاد المشنوق اليوم الى السعودية في أول زيارة له للمملكة بعد الغضب السعودي عليه لموقفه من أزمة احتجاز الحريري.
كرامي: الحريري لم يعَد الممثل الوحيد للسنة
وعلى صعيد عقدة رفض الحريري تمثيل السنة خارج عباءته السياسية، لا يزال اللقاء التشاوري السني على موقفه من حقه في التمثل بوزيرين في الحكومة وإلا سينتقل الى ضفة المعارضة للحكومة ورئيسها. وفي السياق، أشار رئيس تيار الكرامة النائب فيصل كرامي إلى «أن تيار المستقبل لم يعُد يمثل الطائفة السنية كما كان سابقاً، حيث بات تمثيله اليوم يشكل ثلثي الطائفة السنية. ونحن نمثل ثلث هذه الطائفة. وأوضح أن «لقاءنا الأخير جمع ستة نواب سنة، لكن اهداف هذا اللقاء كان يتحدث باسم كل النواب السنة الذين هم خارج عباءة المستقبل وتمثيلنا في الحكومة العتيدة بوزيرين حقنا لمواجهة الاستئثار والإلغاء بحق السنة واستعادة حقنا في السلطة. ولقاؤنا لا يندرج ضمن تشكيل كتلة نيابية، إنما للرد على كلام انه لا يوجد سنّة في الحكومة غير سنّة المستقبل، بل لتوضيح المشهد أننا نواب سنة ولقاؤنا يندرج تحت عنوان اللقاء الوطني».
سلامة: الليرة ثابتة
وفي ضوء التحذيرات من التداعيات الاقتصادية والمالية والنقدية جراء التأخير في تشكيل الحكومة، طمأن حاكم مصرف لبنان رياض سلامة الى «ان الليرة اللبنانية ثابتة، وثابتة باستمرار وبشهادة مؤسسات دولية». مضيفاً: «لا نتكلم عن شيء غير مدعم بالأرقام، والذين يتكلمون عن انهيار الليرة او التراجع في سعر الصرف على ماذا يرتكزون».
اشتباك كهربائي اشتراكي – عوني
وفي موازاة الاشتباك الحكومي بين الاشتراكي والتيار الوطني الحر، تجدّد الاشتباك الكهربائي أمس، مع تغريدة رئيس الاشتراكي وليد جنبلاط عبر «تويتر»، قائلاً: «لكون السفينة العثمانية سلطانة ضومط وصلت من خلال فتوى مبهمة لمجلس الوزراء، أنصح بأن نتعامل مع هذا الأمر الواقع بمرونة وأن نشترط زيادة تزويد الإقليم بالطاقة، وان لا يكون هذا الحل على حساب معمل جديد في الجية للدولة. ختاماً حذار من التلوث وفي هذا المجال من يزود المعامل بالفيول العاطل».
رسالة إيرانية إلى عون
الى ذلك جال المبعوث الخاص لرئيس الجمهورية الاسلامية الايرانية حسين جابري انصاري أمس، على المسؤولين وتنقل بين بعبدا وعين التينة وقصر بسترس، على ان يزور السراي اليوم. ونقل انصاري الى عون رسالة من الرئيس الايراني حسن روحاني حول موقف ايران من الاتفاق النووي. واكد عون ان الانسحاب الأحادي للولايات المتحدة من الاتفاق النووي يرتّب تداعيات سلبيّة على الامن والاستقرار في المنطقة. وبعد لقائه الرئيس بري، أمل انصاري أن ينجح لبنان في تشكيل الحكومة ضمن توافق سياسي. وقال «زيارتي لأنقل رسالة الى الرئيس عون، والرسالة التي حملتها الى المسؤولين اللبنانيين تؤكد أولاً شرح الجهود السياسية التي تقوم بها ايران للحفاظ على الاتفاق النووي والمفاوضات التي تخوضها لمواجهة السياسة الاميركية وخروجها من الاتفاق، وثانياً، أنقل تأكيد التعاون مع الدول الصديقة في لبنان. واعتبر ان الاولويات في المنطقة المسارعة لإيجاد الحل السياسي لكل الازمات، وقال «وضعت المرجعيات اللبنانية في أجواء المحادثات حول الازمتين السورية واليمنية ما دمت مكلفاً بذلك، وفي سورية تضع إيران في سلم أولوياتها العمل على الحل السياسي للازمة».
هيئة المكتب
على صعيد آخر، ترأس بري اجتماع هيئة مكتب المجلس تحضيراً لجلسة انتخاب رؤساء وأعضاء اللجان النيابية المقرّرة اليوم في ساحة النجمة. وقال نائب رئيس المجلس إيلي الفرزلي من عين التينة بعد الاجتماع «كانت الأجواء إيجابية وتوافقية وهناك اتجاه ان تجري جلسة الغد في الحادية عشرة لانتخابات اللجان ويستكمل النقاش غداً قبل اجتماع الهيئة العامة»، مضيفاً «تفاصيل انتخاب اللجان النيابية وتوزيعها لن يتم الإعلان عنها قبل الغد ومن حق بري الدعوة الى لقاء تشاوري وليس بمثابة جلسة تشريعية».
