The Ministry of Health explained that, according to some social media sites, the increase in billing of services provided to citizens, as part of the care of patients in public hospitals, was signed by Dr. Sania bin Sheikh, Acting Minister of Health, and Mr. Mohamed Trabelsi, Minister of Social Affairs and in the presence of the President. Wednesday, August 14, 2019, an amendment to the Convention on the billing of services provided to social guarantees in the structures of public hospitals for the year 2018, in order to increase the contribution of the National Fund for Guaranteed Illness sponsored in Egypt I wish to treat patients without prejudice to the citizen's contribution to current treatment costs.
According to the Ministry of Health, this appendix included the following:
1 / Increase of 5% of the ceiling of the contribution of the National Fund for the health insurance, which corresponds to 25 million dinars compared to 2018 to reach an amount of 572 million dinars.
2 / Increase of 10% of the contribution of the National Fund for health insurance of hospital stay and day hospitalization, which has not been reviewed for more than 10 years.
3 / Generalization The National Health Insurance Fund provides certain leukemia-related therapeutic services that are not covered by the previous agreements, namely:
• Autograft of Bone Marrow
• Allograft of Bone Marrow
• Acute lymphoblastic leukemia
• Acute granular leukemia
• Severe spinal Aplasia
4 / The National Fund for Health Insurance provides medical supplies necessary for the embolization of the arteries of the brain and spinal cord (embolization and trombectomy) performed at the National Institute of Neurology.
5 / The National Health Insurance Fund covers medical and surgical expenses to follow the technological evolution of (in vitro fertilization) and treatment of the coagulation of vascular anastomoses between two fetal circulations under fetoscopy.
6 / Generalization The National Sickness Insurance Fund provided the material surfactant with expensive equipment that had previously been allocated to the Center for Obstetrics and Childhood Medicine of Tunisia to the rest of the neonatal departments of the hospitals.
7 / The National Fund to insure patients with Alzheimer's disease through a day hospitalization at Al-Razi Hospital.
8 / The increase in the amount of the national fund for health insurance in the tariff of blood purification rations performed in health facilities at 116 dinars instead of 99 dinars in 2018.
9 / Direct guarantee to the National Fund to insure the disease by treating cancer patients according to the actual cost of drugs and without resorting to social security clinics by adopting a new procedure that will facilitate access to chemotherapy and streamline the management of drugs.
10 / The National Health Insurance Fund ensures the real cost of medical supplies and raises arbitrary fees for open heart surgery.
These measures will enable the mobilization of financial resources for hospitals to improve the quality of services provided.
