Everything can be exploited positively or positively, for example a drug. Instead of being a cure for a disease, misuse or inconsistency with health safety requirements, or contracting with a global pharmaceutical company without subjecting the samples of those drugs to quality control, this will will inevitably kill.

The Iraqi Ministry of Health contracted the French company "Mario" in the 1980s to supply the drugs Factor 8 and Factor 9, which act on blood clotting for hemophiliac patients.

Contaminated blood
In 1986, a group of hemophiliac patients were admitted to hospitals in Baghdad to undergo treatment in French imported by the Ministry of Health from the manufacturer of these vaccines, but their wounds quickly turned into AIDS and they started to to die one after the other.

It became clear later that the shipment sent by the French company was loaded with HIV-contaminated blood.

Saleh al-Hasnawi, former Iraqi Minister of Health in a special statement to Al Jazeera Net that vaccines issued by this company have infected 286 people with AIDS. The Iraqi government then blackened them by detaining them at Tuwaitha hospital south-east of Baghdad, preventing their visit, some of whom died. The disease, some committed suicide and others were psychotic.

Hasnawi adds that "the government has remained silent on this issue and announced in the media that Iraq is not suffering from AIDS", at a time when the country has registered the first case of this disease in its history.

This case provoked a scandal that shook France and overthrew political leaders, including the President of the French Parliament of the time, Laurent Fabius, and two former ministers convicted in 1999 before the Republican Court of Justice in Paris.

Tunisia, Libya, Morocco, Jordan, Portugal, Greece and Argentina, which imported the vaccines, sued the company and received hundreds of thousands of dollars in financial compensation.

The French company announced, after the payment of compensation to the bankruptcy of the countries concerned, and bought another name, Sanofi Pasteur.

Late negotiations
According to al-Hasnawi, Iraq has not yet prosecuted nor announced that it has imported drugs from the HIV-positive society. After 2003, the problem was raised. Those who survived and those who were affected went to Paris to negotiate compensation, but to no avail.

In 2009, al-Hasnawi revealed the formation of a government committee at the request of the Ministry of Health, which included representatives of the ministry and legal representatives of the General Secretariat of the Council of Ministers. He went to France and met the company. All contracts with the French company in this regard were destroyed before 2003. And the company asked the Iraqi Commission to provide evidence that the Iraqi infected with AIDS was due to the use of drugs issued in 1986.

Moreover, according to al-Hasnawi, the Iraqi Commission has declared that "it is difficult to win a case in a court of law", but this has not been completed to this extent. But did not produce any results.

Parliamentary Movement
Today, 33 years later, the Health and Environment Committee of the Iraqi Parliament plans to reopen the "French virus" file provided to Iraq and find a solution that could benefit the families of those affected.

Activists and relatives of the victims were wondering if the committee would lose this determination of its predecessor and keep the file hidden in the drawers and stored on the shelves to restore the rights of the Iraqis. In addition, according to the World Health Organization, the treatments needed to combat the virus that is spreading after Iraq were an AIDS epidemic.
