In Minnesota, we are dismayed at the legality of hemp at the federal level (including derivatives such as CBD). Most states add laws to supplement the gray area of the CBD to allow it to be "not a drug, with the exception of drugs approved by the FDA … or Epidolex".
Since CBD is not 100% equivalent to Epidolex, CBD contained in a complete plant hemp extract is a plant that contains a large part of CBD. Like breast milk, and we do not call it a drug either. What is amazing, that is why South Dakota wants to hurt its consumers without mentioning its farmers by adding more restrictions.
