The remarks were made during a speech delivered at a meeting of the Security Council on the situation in Libya, delivered Friday by the Permanent Representative of Kuwait to the UN Ambassador, Mr. Mansour Al-Otaibi.
"Kuwait welcomes the efforts of the International Criminal Court (ICC) to seek justice and ensure impunity in accordance with international law," said Al-Otaibi.
The ambassador also welcomed the progress made by the prosecutor's office despite the considerable difficulties encountered in fulfilling its responsibilities and monitoring and bringing to justice the perpetrators of crimes and violations, particularly in the situation. difficult and delicate in terms of security in Libya.

Al-Otaibi praised the important role played by the United Nations Support Mission in Libya, represented by his Special Representative in Libya, Ghassan Salama, in concluding a ceasefire agreement, which had a positive impact on the fight against the degradation of security.
Al-Otaibi expressed concern at the serious violations against migrants in detention centers, including killings and torture "in flagrant violation of international humanitarian law".
"There is no doubt that the Libyan authorities, through the exercise of their sovereignty and jurisdiction, have the responsibility to establish justice for the entire Libyan territory.
According to Article 1 of the Rome Statute, the ICC must respect the national jurisdiction and criminal jurisdiction of Libya in cases considered by Libyan courts, "Al-Otaibi added.
