Contrary to earlier speculation, President Duterte is committed to read his speech prepared during his third speech on the subject. State of the Nation (SONA) on July 23rd.
Presidential Spokesman Harry Roque Confirms a week after he said that Duterte could deliver an improvised speech due to pre-SONA briefings.
The pre-SONA briefings are a series of three briefings conducted by the various clusters of the Cabinet to report on the achievements of the Duterte.
In his Twitter account, Roque said that Duterte made the announcement at the Monday evening Cabinet meeting.
"I will read my SONA speech that should not exceed 35 meters." Roque said last week that pre-SONA briefings are being conducted to allow Duterte to say what is really in his heart during his SONA which would be directed by film and television director Joyce Bernal
"One difference is that the magkakaroon prepares pre-SONA briefings" yung mga (there will be pre-SONA briefings by different groups) that would be at the PICC (Philippine International Convention Center) .It is giving the President the latitude to say what he wants during the SONA.Because he has already exhibited his achievements in the different groups " said Roque Thursday.
Duterte is known for moving away from his prepared speeches and reading only a part of them to recognize the work of the writer, as he jokes. According to him, the prepared speech does not really reflect the things it means to the people.
He is also known for giving long speeches in mixed English, Tagalog and Bisaya. President blasphemes and jokes in his speeches
In his first SONA, Duterte was content with his prepared speech. However, in his second year, Duterte began to deviate from his speech prepared from time to time. It took the President two hours to deliver his second SONA.
