Trent Alexander-Arnold, Phil Foden, Tom Davies and Diogo Dalot are all among the 20 players still in the running.
The Golden Boy is an unusual award run by Italian publication Tuttosport.
Created in 2003, previous winners include Wayne Rooney, Lionel Messi, Sergio Aguero, Raheem Sterling and Paul Pogba.
The format of the award is bizarre, with a 100-man longlist unveiled at the beginning of July, and whittled down by 20 each month using a public vote.
The final 20 are left to the start of November – and it is possible to see how each player is doing in the voting.
The winner will be announced at the start of the December, with Ajax 's Matthijs De Ligt currently leading the November vote with a 16% share of 10.20pm on Thursday 1 November.
All nominees have to be born after January 1, 1998 and play for a top-flight club in Europe.
Last year's winner Kylian Mbappe has 13% of the vote, with Alexander-Arnold (10%), Dalot (12%) and Foden (10%) also attracting support.
