GEORGE TOWN: The head of the government of Penang, Chow Kon Yeow (DAP-Padang Kota), said today that his government would consider adding a new session of the assembly of States during the year, bringing the total number to three instead of the current two.
At the moment, the assembly meets in the middle and at the end of the year.
Chow said that a third session would allow members of the assembly to ask more questions and deliberate on issues of public policy.
He added that Penang had held three sessions in the 1990s, saying that it would be easy to return to this format.
He was responding to Goh Choon Aik (PKR-Bukit Tambun), who was requesting another session in order to be able to answer urgent questions in time and the current issues raised.
On a separate note, Chow said the call for the restoration of the 1963 Parliamentary Services Act (PSA) to give more independence to state assemblies could also be considered.
The ASP allows Parliament to manage its own administration, staffing and funding activities.
For the moment, said Chow, many reforms have already been put in place to ensure the independence of the house.
He said, for example, that the time allotted for questions had been extended from one day to the next, and that the press had enjoyed comfortable amenities.
"At the end of this session, we will also pass a bill to amend the state constitution to limit the mandate of the prime minister to two terms. We will also appoint the Leader of the Opposition Chairman of the Public Accounts Committee, "he told Lee Khai Loon (PKR-Machang Bubok), who had asked if the PSA would be implemented to ensure the separation of the executive and the assembly.
