Police have identified the man who was pepper sprayed by Portland Mayor Ted Wheeler over the weekend as a partner at a local law firm and the heir to a Seattle-based dairy company, according to police and reports.
A police report released Tuesday said Wheeler pepper sprayed Cary Cadonau after confronting the Democratic mayor leaving a restaurant on Sunday night and accusing him of not wearing a mask. He also reportedly attempted to obtain a copy of the mayor’s meal receipt and surveillance footage of his stay in the restaurant, police said.
No charges have been laid for this incident. Cadonau did not immediately respond to Fox News’ email request for comment.

Wheeler was having dinner in a tent with Sam Adams, who served as mayor of Portland from 2009 to 2013. The men were walking towards their cars when Cadonau approached, unmasked and approached the face of the mayor filming with his phone. , according to police reports.
Wheeler briefed the man on current COVID-19 regulations, which allow people to remove their masks to eat or drink, according to a statement the mayor made to police.
“He accused me of sitting in a restaurant without a mask,” the report said. “In fact, I was in the tent area of a restaurant sitting at a table, and informed him that current Covid regulations allow people to take off their masks to eat and drink.

The mayor’s statement continued: “He then accused me of other things for which I indicated that he didn’t understand the rules and that he probably should have a better understanding if he was going to confront people with their subject. “
Wheeler said the man was standing 1 or 2 feet away from him, and Wheeler worried for his safety and contracted COVID-19. Wheeler told the man to “back off” and that he was wearing pepper spray, which he would use if necessary. When the man did not listen, the mayor said he had sprayed him in the eyes.
“He looked surprised and backed off,” Wheeler told police. “He made a comment like, ‘I can’t believe you just sprayed me pepper.
Adams, whose statement to police matched that of the mayor, suggested Wheeler leave for his safety. Before doing so, Wheeler said he threw a water bottle at the man so he could wash his eyes, he told police.
When contacted on Monday, Cadonau told police he did not want to discuss the matter because he was a lawyer. He said the mayor should be held “accountable” but declined to give further details, according to the police report.
Cadonau was asked why he attempted to obtain surveillance footage of the restaurant in Portland’s Hillsdale neighborhood, as well as Wheeler’s food and drink receipt from the pub, according to the report.

“Mr. Cadonau said he wanted the receipt because it would show the amount of alcohol consumed by the mayor that evening. I asked him several times if he wanted to talk about the incident, share his video footage or his side of the story, but he respectfully declined to say anything more, ”Constable Matt Miller wrote.
