In addition, there will be 2 completely new factions, which are known as free states and answering machines.
According to Bethesda, the Free State is a group that claims to know that a nuclear war was inevitable. That's why they decided to prepare to face their arrival in the best way possible. So it's a well-organized group that "at least for a time" managed to survive in the bunkers they've prepared.
