This is an instrument of support to the public prosecutor to develop a specific, differentiated and specialized technique in the investigation of crimes of enforced disappearance of persons and those committed by individuals.

Seeking the motive and reasons for the disappearance, to ensure victims access to justice and their right to the truth, as well as to join efforts in the location of the victims , in addition to it, the actions of investigation will be planned and defined according to a methodological scheme called plan of research.

Various PGR sectors participated in its development, such as Human Rights, Crime Prevention and Community Services Departments (SDHPDSC) and Legal and International Affairs (SJAI), Criminal Investigation Agency (AIC), General Vice-Province and General Coordination of Planning, Development and Institutional Innovation.

The accompaniment of national and international civil society organizations, such as the International Committee of the Red Cross and the German Agency for International Development, as well as the Executive Committees for the Victims 'Attention (CEAV) and Research (CNB), as well as the National Citizens' Council of the National People's Search System.

In accordance with the general law, the participation and the opinion of the collective representatives of the relatives of the victims of disappearance were obtained, which, like the National Council of Citizens of the National System of Paging , insisted that this protocol be kept up to date and will be linked to the one that the National Research Commission will issue, in order to achieve greater effectiveness in the day-to-day activities of the Public Prosecutor's Office.
