Mexico City – In order to comply with the provisions of the General Law on Forced Disappearance of Persons Disappearance Committed by Individuals and the National Research System People, Attorney General's Office ( PGR ) published in the Official Journal of the Federation, an extract from Approved Investigation Protocol.
On November 17, 2017, the General Law on Forced Disappearance of Persons Disappearances by Individuals and the National System of Human Rights was published in the Official Journal of the Federation . Person Search, effective January 15, 2018.
Section 99 of the General Act states the requirement for specialized prosecutors to have a approved investigative protocol in which to describe a series of criteria and a specific methodology for the investigation and prosecution of crimes of enforced disappearance of persons.
This instrument establishes, among other issues, the form of active participation of relatives of the victims of these crimes and guarantees their coadyuvancia in the stages of the investigation, so that they may give opinions, receive information, provide evidence, as well as ask for due diligence to the public prosecutor.
This is an instrument of support to the public prosecutor to develop a specific, differentiated and specialized technique in the investigation of crimes of enforced disappearance of persons and those committed by individuals.
Seeking the motive and reasons for the disappearance, to ensure victims access to justice and their right to the truth, as well as to join efforts in the location of the victims , in addition to it, the actions of investigation will be planned and defined according to a methodological scheme called plan of research.
Various PGR sectors participated in its development, such as Human Rights, Crime Prevention and Community Services Departments (SDHPDSC) and Legal and International Affairs (SJAI), Criminal Investigation Agency (AIC), General Vice-Province and General Coordination of Planning, Development and Institutional Innovation.
The accompaniment of national and international civil society organizations, such as the International Committee of the Red Cross and the German Agency for International Development, as well as the Executive Committees for the Victims 'Attention (CEAV) and Research (CNB), as well as the National Citizens' Council of the National People's Search System.
In accordance with the general law, the participation and the opinion of the collective representatives of the relatives of the victims of disappearance were obtained, which, like the National Council of Citizens of the National System of Paging , insisted that this protocol be kept up to date and will be linked to the one that the National Research Commission will issue, in order to achieve greater effectiveness in the day-to-day activities of the Public Prosecutor's Office.
Under Section 99 of the General Act, this protocol was issued by the National Conference of Law Enforcement, which ordered, subject to a permanent audit mechanism to identify opportunely the necessary adjustments and improvements, In order to obtain a greater effectiveness in its application, an extract was published in the Official Journal of the Federation
