An initiative that was published very early on the Senate website, prohibiting banks from charging certain commissions, one of their main sources of revenue, made some noise in the morning and aftermath. noon on Thursday, which caused the shares of listed banks will show significant declines.

The initiative was presented by the Morena Bank to the Senate, by the hands of Ricardo Monreal and Bertha Alicia Caraveo, and was handed to the Finance Committee after noon.

Given the nervousness in the markets and the pressure on representatives of financial groups, Monreal himself said, a few hours later, at the request of the latter, to have agreed to listen to the union and that the initiative would only be approved by the Council's proposals. sector.

"This will not affect anyone, we will act responsibly.Do not be nervous, neither the banks nor the stock market," the legislator said in the afternoon.

Lawmakers have characterized banks as "alarming and excessive" abuses towards their clients. Morena proposed to extend from three to 18 the concepts prohibiting the collection of bank charges. Ricardo Monreal indicated that the reform will not be approved during the current regular session that will end on the last day of the current year.

For his part, the legislator Ricardo Monreal Avila said that, despite the pressures received, the reform would be completed and would not succeed what it was ten years ago, when he had advocated similar legal changes that had not been made. successful.

Nervousness

Nervousness was not for less. A large part of the banking product comes from the fees charged. In 2017, according to the National Commission for the Protection and Defense of Users of Financial Services (Condusef), commercial banks obtained 108,000 million pesos for this concept. The agency says the Mexican banking sector has recorded 5,310 commissions. In fact, this organization, still headed today by Mario Di Costanzo, estimated a few months ago that banks had the opportunity to reduce their commissions on customers.

Morena's initiative, presented at the podium by Senator Alicia Caraveo, indicated, based on information provided by Condusef itself, that the banking sector in Mexico ranked third among the countries of the Americas. Important income

The figures from Condusef reveal that in 2017, the bank's entry for commissions rose to 108,000 million pesos, or 8% more than in 2016. The bulk of these, $ 75,103 million, came from loans granted.

And among the credit products granted, it is the credit card that generates the most revenue from commission fees, with 62,596 million pesos (or 83% of total commissions received for all credit products). ).

"The payment of the annuity (credit card) to users represents 25% of the bank's credit income," says Condusef.

The remaining revenue from commission collection comes from concepts such as deposits and services and other unspecified rates.

For Mario Di Costanzo, president of Condusef, it is conceivable not to charge fees to banks, except in three cases: the one that is not charged to retirement with a credit card, because what is sought, it is that there is less money in the street; the suspension of default interest for five days, to the extent that the culture of non-payment would be encouraged, as well as that of checks.

For the official, it would also be ideal that the ban on the collection of certain commissions be extended to other non-bank intermediaries such as Sofomes, Sofipos, savings and credit cooperatives and credit unions. Savings, since they are very high.

Regarding the initiative of Morena in the Senate to ban the collection of some commissions, the Association of Banks of Mexico (ABM) announced that it will analyze the contents of the project in order to d & # 39; identify its scope, determine its possible implications and dialogue with stakeholders.
