The Confederation of Employers of the Mexican Republic (Coparmex) felt that it would be wise for the next government to have an Independent Tax Council at the beginning of its term , who advises the Congress on public spending and credits the sustainability of social programs . "Given the imminent start of many social programs and government projects, which will be very demanding in public resources, the IFC can be the entity that values and credits them in its medium and long-term sustainability," said Monday. The Council would advise the Congress of the Union for the attention of several of the country's structural problems in tax matters : it would help to reduce the growing pension deficit; set limits on the debt of federal, state and, of course, municipal governments; this would lead to a competitive tax system; generate higher incomes at the local level and reduce the informal economy.
The creation of this body would imply the modification of the organic law of the Congress as well as the federal law on the budget and the financial responsibility endowing the CFI with independence technical and operational for the fulfillment of its mandate.
As proposed by Coparmex, it is an advisory body, composed of specialists in fiscal and financial matters, to advise the legislature on issues of fiscal responsibility, design and the exercise of the budget, public and general indebtedness, on matters pertaining to national finances.
International best practices consider that these types of organizations promote the transparency and credibility of governments and ensure a sustainable fiscal policy.
Examples are Canada and the United States, Mexico's partners in the North American Free Trade Agreement (NAFTA); Spain, Chile, Peru and Colombia.
International organizations such as the International Monetary Fund recommend it, and in Mexico it has the support of the Office of the Federal Prosecutor and of an organization such as Coparmex
