Martha Banderas then went to the Treasury offices to release all the resources requested for the five million pesos.
The document issued by the Treasury was then distributed in two checks by Alejandro Villarreal, then secretary general of the eighth section of the National Union of State Workers (SNTE).
The first check of three million 800 thousand pesos would have been directed towards scholarships for the children of unionized teachers. The second of a million 200 thousand pesos was intended for expenses that would be made for the Teachers' Day celebrations in 2016.
However, the authorities reported to Judge Ornelas that the scholarships have not been issued, since in these cases there has never been a call for the children of SNTE workers to compete for such educational materials.
On the other hand, the FGE did not find documents that corroborate that the resources for the celebration of the Day of the Instructor were intended for such an object. The public prosecutor said that the embezzlement was achieved through the division of roles and complicity between the defendants.
The two checks were signed and issued by Alejandro Villarreal on April 29, 2016 and were collected by the SNTE. .
