Antoinette Briley, 41, of Holland, Michigan, is charged with two counts of first degree murder.
Briley was arrested Thursday in Oak Lawn, Ill., Dart said.
The case began on June 6, 2003, when a Waste Management employee emptying trash cans in an alleyway in Stickney Township, Ill., Saw the bodies of the boys in the front lift bucket of his garbage truck. .
An autopsy determined the children were born alive and died of asphyxiation, Dart said in a press release. The deaths were reported homicides.
Despite a thorough investigation at the time, the case is still not resolved.
Investigators reopened the case in 2018, using DNA recovered from the scene and the latest developments in genetic genealogy. The effort led to a breakthrough that allowed investigators to identify Briley as the victims’ potential birth mother, the sheriff’s office said.
Detectives traveled to Holland, Michigan and obtained a discarded article with Briley’s DNA, which matches the boys’ DNA, Dart said.
Investigators learned Thursday that Briley was in Cook County and conducted a traffic stop to take her into custody.
A bail hearing for Briley was scheduled for Saturday afternoon.
