Microsoft Releases KB4517211 for Windows 10 Version 1903

It took several more days for Microsoft, but not as long as expected, to release the second cumulative update of September 2019 for Windows 10 version 1903.

The company released cumulative updates for other supported versions of Windows 10 earlier this week and the KB4517211 version for Windows 10 version 1903 completes the cycle.

The update is available on Windows Update and Windows Server Update Services, as well as by direct download from the Microsoft Update catalog.

KB4517211 is a non-security update that fixes most issues. The update includes the following changes (most of which have been fixed in Windows 10 version 1809 as well):

  • Fixed a problem printing vertical fonts when using PostScript printers.
  • Fixed a program startup problem that returned an "Access Denied" error when attempting to run 32-bit applications using "Run as a different user".
  • Fixed a USB write access problem when passing a privilege to an unprivileged user.
  • Fixed an issue that prevented lsass.exe from working.
  • Fixed Windows Hello for Business problem that gave users two authentication certificates instead of one.
  • Fixed an issue that prevented web browsers from connecting to Windows Server in a secure manner.
  • Fixed an authentication problem for certificate-based authentication processes if a file name was part of the pre-authentication request.
  • Issue resolved: Microsoft App-V applications were unable to open and displayed a network error instead.
  • Fixed a problem with the Win32_LogonSession class that displayed the value of the epoch instead of the actual connection time.
  • Fixed a problem displaying the file explorer that showed standard file icons for files with offline attribute.
  • Fixed a VPN disconnection problem on cellular networks.
  • Fixed a problem that caused audio playback and recording to fail on connections to a remote virtual machine.
  • Fixed a problem in MSCTF.dll that prevented applications from running.
  • Fixed an entry and display problem caused by imm32.dll.
  • Fixed a scaling problem in Windows Presentation Foundation applications that did not respond to the resize operation until the mouse button was released.
  • Fixed an issue that prevented older systems from upgrading to newer systems due to "an error in the driver of earlier versions."
  • Fixed a problem on laptops with HDR screens that could make the screen blank.
  • Fixed a problem when converting 32-bit applications to 64-bit.
  • Fixed an issue that prevented users from running the Active Directory Diagnostic Data Collector Set from the Performance Monitor for Domain Controllers. This causes the data collector.
  • Fixed the audio issue in some games that made the game quieter or different than expected.
  • Fixed a problem in Microsoft App-V that prevented the opening of virtual processes.
  • Resolving a power problem that prevents maximum CPU performance when selecting the high-performance plan.
  • Fixed an issue where devices were no longer working when opening files from a network drive on which client-side caching was enabled.
  • Introduces a way to configure the size of the read buffer.
    • This allows you to resolve a slow download time problem when you upload a file to a Universal Naming Convention (UNC) share using the Web Distributed Authoring and Webing (WebDAV) feature.
  • Facilitates the configuration of devices managed by Mobile Device Management (MDM) settings, created by ADMX ingestion.

Known issues

Microsoft lists only one known issue on the support page:

  • Editors of input methods may no longer respond or cause heavy CPU usage.
