The Sadc Election Observation Mission (SEOM) asked the Zimbabwe Electoral Commission (ZEC) to engage in a dialogue with all stakeholders to resolve disagreements in order to produce an election properly managed. The SEOM also warned that a poorly managed election could trigger a conflict. Tete Antonio, Chief of the Sadc Election Observation Mission (SEOM), said Saturday
At this first stage of the mission's observation process, we also take note of some of the concerns raised by stakeholders:
- the need for greater transparency in the storage and distribution of election materials;
- Need for ongoing consultations between ZEC and stakeholders on measures to secure printed ballots and other related electoral inputs
- The need for a timely disposition of BVR voters is in a format consistent with the Constitution and the law.
While the Mission will continue to engage the ZEC for clarification on these and other related issues, we also urge aggrieved parties to follow the law by seeking redress … We appreciate that the process of legal and constitutional reform can be delicate and will often require wide consultation and will not always be to the satisfaction of all stakeholders.
… After more than a decade away from the international community, we can not overemphasize the critical importance of Zimbabwe Democratic elections, well managed and anchored on consensual rules and international human rights principles can make a significant contribution to peace and stability. Conversely, poorly managed electoral processes can serve as triggers for conflict.
