According to ESPN's Adrian Wojnarowski, NBA agents signed a letter to the NCAA refusing to comply with the NCAA's proposed agent certification process.
Officers are certified by the union and some states, but repel the NCAA's insistence that they should hold regulatory / investigative authority over agents. "There is no rational connection between the certification process" and the stated purpose of the NCAA to protect male basketball players. https://t.co/7A9GdreuyC

The NBPA has been keeping up with the NCAA to find a common ground on behalf of the agents, sources said. In a letter, agents are willing to participate in a bi-annual online seminar on the protection of amateur players. The whole discussion was centered on the players "testing the waters" of the NBA Draft.

In particular, the proposal provided for the officers to have a university degree, which seemed to directly target LeBron James's agent, Rich Paul. The NCAA has quickly backtracked after many negative reactions to the proposal, but it appears that the agents have not yet finished defending themselves.
The new process would severely hamper NBA agents and potential players, as the NCAA threatens to ineligible any athlete who uses a non-NCAA certified agent while exploring professional opportunities.
