Trump was directly involved in almost every step of the process to prevent Daniels and McDougal from publishing their stories somewhere.

The presidential candidate of the time would have concluded the agreements with the two women with his lawyer, Michael Cohen.

Cohen confessed last August his accusations of bank fraud, tax evasion and legal rules regarding campaign financing. At the time, he claimed to have made controversial payments for "a candidate for a national post", not to mention Trump's name.

Silent payments to Clifford and McDougal may have been illegal because all political campaign expenses must come from the campaign. This was not the case with the payments: Cohen pulled the money and then recovered it from Trump.
