The construction of the new seal at IJmuiden will cost the state an additional 64 million euros. Minister Van Nieuwenhuizen writes to the Lower House that she has increased the budget allocated to the project by this amount, as construction has suffered setbacks.
Earlier this year, it was already known that the operation of the lock had been postponed from 2019 until 2022. The builders, BAM and VolkerWessels, have already indicated that 39, they had to write off more than 100 million euros on the project. The total cost of the construction of the lock at sea was initially estimated at 350 million euros.
The builders were faced with crib problems for the lock gates. These are large concrete bins that are sinking. To do the job, it was necessary to use special equipment and outside help.
Old bunkers sunk in the ground
In his letter, Van Nieuwenhuizen writes that there have been disappointments since the beginning because there are more things found in the ground than previously thought. For example, there were cables, pipes and old bunkers. BAM and VolkerWessels were partially compensated for these additional costs.
The design also had to be adjusted, in particular to prevent the new locks from being seriously damaged in the event of a collision. 27.5 million euros will be spent on these setbacks and adjustments.
The government also pays the delay in construction. For example, the old Noordersluis need to stay open longer and the organization of the Rijkswaterstaat project which oversees construction also needs to be maintained longer. All this costs around 19 million euros.
And Van Nieuwenhuizen spends an additional 17.5 million euros to cover new setbacks in construction.
