Behind the scenes is a legal battle over the offer, according to the questions that other candidates could have done on the cannabis contract. They believe that the offer was "attributed to an obvious winner," namely the company holding Bedrocan. Depending on the competition – especially Canadians have ears to hear – the procedure violates the public procurement law.

In the meantime, as a result of the complaints, it was decided to completely redo the call for tenders. This was done by the Office of Medical Cannabis, who writes the call for tenders on behalf of the Dutch state.
