Toll Bridge

The contract concerns the extension of the A15 to Nijmegen over a distance of 12 km. and linking this highway to the A12, which creates a direct connection between the port of Rotterdam and Germany. It is a design, construction, finance, maintenance contract lasting more than 20 years. The striking part is the toll bridge. The budget allocated to the project is 843 million euros.

Rijkswaterstaat will have to continue the dialogue phase with the remaining two parties next year. The price is expected only for the beginning of 2020. The combination with Van Gelder, Jan de Nul and Macquarie is a strange duck. Van Gelder has never written about the mega-contracts of Rijkswaterstaat.

Manufacturers are becoming more and more selective in the bidding process. Increasingly, contractors are passing bids or coming out of the mid-term tender. This also occurred at the Zuidasdok and Blankenburg connections.

"This project does not fit with manageable risks"

The consortium partners came to the conclusion that another participation in this call for tenders does not fit into a Selective registration policy, which aims to acquire missions with manageable risks and healthy margins, is described in the common explanatory notes. By rejecting the application, the consortium saves high tender costs related to this phase of the dialogue phase. This quickly represents tens of millions of euros, only a part of which is reimbursed.

Unanimous decision

"We made the unanimous decision with the three contractual partners and we can not cope with the conditions laid down by Rijkswaterstaat," BAM spokesman explained briefly. "The information provided in the tender documents on the technical complexity and contractual terms and conditions relating to the allocation of risks were decisive in order to avoid any further participation," adds TBI.
