This is stated in a letter from Secretary of State Snel (Finance). The new method of measuring CO2 emissions from cars and motorcycles did not result in any significant differences from the old method. The emissions measured are slightly higher than before, but the cars tested are therefore a little heavier than before. This is why the tax rates for passenger cars and motorcycles are not adjusted.
Instead, the new test method, which should better measure actual fuel consumption, was expected to provide higher taxation for some cars. This additional fee will not come in 2019 anyway. But this increase can still follow later: in May, a complementary study on the CO2 emissions of cars is carried out.
Branch organizations for drivers of leased vehicles had already appealed earlier this year. They argued that this new system would mean that people could no longer rent a Volkswagen Golf, but only the smallest Polo. This fear seems unjustified at the moment
