"The only way to protect consumers from the dangers of fireworks is to partially prohibit them," says the council, which speaks of a "consistent pattern of many injuries and disruptions". Every year, on average, a person dies as a result of fireworks.

Minister Ferd Grapperhaus said earlier this month that municipalities can decide to ban fireworks themselves. They could already designate areas where no fireworks could be made, but it was difficult to declare an entire municipality fire-free zone.

The Dutch Security Office does not sufficiently mention these measures. "The Council is of the opinion that the current measures do not result in a structural decrease in the number of casualties, incidents and damages."
