New Zealanders Dan Pryor, Rene Ranger, Phil Burleigh and Tom Rowe are among the new players.
Brown's brother, Cory, who also coached Otago in the Miter Cup 10 competition, will also join the team.
"The players we have added are the right players to play our rugby style and will contribute to our game, experience and leadership," Brown said.
"It is essential that the Sunwolves are aligned with Japan in the way we play the game and with the players we use, because everything is focused on the World Cup.
"We want to play Japanese rugby, which is an expansive style with a lot of skill and speed, and which is based on unstructured rugby," he said.
Pieter Labuschagne, James Moore and Grant Hattingh all hope to be eligible for Japan before the World Cup, and Craig Millar, Jaba Bregvadze, Ed Quirk, Hayden Parker, Jason Emery and Michael Peu.
The best Japanese players coming back to the game are Michael Leitch, Keita Inagaki, Shota Horie, Fumiaki Tanaka and Kazuki Himeno. Hendrik Tui with three seasons for the Reds also joined the group.

Although only 29 players have been named so far, it is expected that more players missing the Japanese test will be added once the contracts are completed.
Japan coach Jamie Joseph, who left the Sunwolves role to prepare for the World Cup, said: "We will be running two programs, the Sunwolves and a larger group that will play the second Super Rugby XV.
"Japan can not prepare properly for the World Cup without Sunwolves."
Joseph added that the management group had learned a lot from the Sunwolves campaign last season and that with about sixty players available during the season in their two teams, the players would be in an optimal state the beginning of the season. World Cup in September.
