The top of the second round of the NFL draft resembled a klutz who toppled an official editorial board in the commissioner's office and rearranged the teams in a random order hoping nobody would notice the mistake.
It turns out that there is a more reasonable explanation (but rarely discussed).
The first seven picks of the first round belong to the seven worst NFL teams of last season, all of which have five wins or fewer. The strength of the calendar serves as a break in equality between the teams with the same balance sheet.
Thus, the order is: Cardinals No. 1; No. 2, 49ers; No. 3 jets; No. 4 Raiders; No. 5 Buccaneers; No. 6 giants; No. 7 Jaguars.

The New York Giants are considering sticking to a young star they have recruited beyond his rookie contract.
So, why do the Giants choose a fifth place in the second round instead of sixth?
The Cardinals also open the second round, but the following are the following: Colts, Raiders, 49ers, Giants, Jaguars and Buccaneers, respectively.
The insertion of the Colts is the result of an exchange with the Jets, who would have held the rights on the second choice of the second round.
And the rest of the mess broke?
According to the NFL Draft rules, teams that finish with the same record are grouped together and earn a place online each successive round. After a turn in the front, it's at the bottom of the line.
It's like standing in line at an amusement park, learning to ride and wanting another bend.
The Cardinals were the only team of 3-13, so they started with the original rights on the first choice of each round.
The 49ers, Jets and Raiders all finished 4-12, so they form a group.
The 49ers faced the weakest program, so they outscored the Jets in the first round and moved to the back of the trio in the second round. The Jets move from the middle to the front for the second round, then backwards for the third round. Etc.
Same thing for buccaneers, giants and jaguars, all ages 5 to 11 years old. They will rise in turn, the Giants will overtake the Buccaneers and stay ahead of the Jaguars for the second round, then will be the last of these three teams (seventh overall) in the third round.
The Giants actually lost their third-round pick to take cornerback Sam Beal in the NFL's extra draft in 2018, but they are not penalized in the fourth round. They take their normal cyclical position between the Buccaneers and the Jaguars, sixth in the round.
And if you think that a place here or there does not matter, consider that four of the first seven picks of the second round of the 2018 project play in the same position (offensive guard).
The Giants and Buccaneers have similar needs in 2019, including for the rusher and the cornerback. The Giants and Jaguars are both on the offensive shooting and security market.
And that before even counting for jumping into a recovery scenario.
