Waybourn said that Shepherd was taking a lunch break and that it was expected that he would come back around 19 or 19 h 30, but never did it.
He was found in a parking lot near the Sheriff's Office and Tarrant County Jail. The parking has security cameras, Waybourn said.
The Fort Worth police is conducting the investigation, the sheriff said. The Federal Bureau of Alcohol, Tobacco, Firearms and Explosives was also on the scene.
Although the investigation is still in its infancy and the authorities have no suspects in the shooting, Waybourn said, "We are confident that this will be resolved soon."
Waybourn said that he did not believe that the public was in danger.
