A North Carolina police officer resigned following an internal investigation into a video apparently showing a slammed K-9 being carried in an SUV.
Salisbury Police Office James Hampton announced his resignation on Wednesday, nearly a month after the video was leaked.
The Salisbury Police Department has released the findings of a “full investigation by a third party agency” which ended this week. The investigation was conducted by the United States ISS, an investigation and security service agency.
“The police department’s review determined that Constable Hampton acted in a manner that was totally inconsistent with his K-9 training and violated police department policy. As a result, he was recommended for dismissal, ”Salisbury Police said in a statement. “Before the police department formalized any disciplinary action, Constable Hampton tendered his resignation, effective immediately. The Police Department did not encourage or demand the resignation of Constable Hampton, which it offered as of right.
Police did not disclose further details of the incident, but a spokesperson for the city of Salisbury said Hampton joined the police service in 2013 and became a K-9 officer in 2015. L he incident took place during a police training. Hampton could not be reached for comment on Wednesday.
There had been growing calls for Hampton to be sanctioned and brought to an end. A Change.org petition had over 123,000 signatures since its inception.

“Salisbury has taken a step in the right direction by finally taking into account the international outcry surrounding the dragging, carrying, slamming and punching of a K-9 named Zuul,” Senior Vice President Daphna Nachminovich said in a statement to NBC News. “Nonetheless, questions remain unanswered including why it took five months and a viral video when other agents witnessed the abuse and some city officials knew about it. We want to know when cruelty charges are finally laid and what the Salisbury Police Department is doing to implement modern and humane training methods so that no other K-9s suffer like Zuul did. Zuul is currently resting in a professional dog care facility and received an impeccable check-up, according to the police department. The Salisbury Police Department has five K-9s and five managers. Officers must complete 240 hours of training and be certified as a K-9 handler by the North Carolina Police Dog Association. Officers also receive weekly and quarterly training.
