AMS denies losing
Different costs related to travel to customers depending on geographical location. NVE specifies that a potential read right is generally applicable to the entire network. The network company should therefore not be able to charge different amounts in the same network area. In order to ensure equality of treatment, NVE assumes that the network company controls all clients in its network area that do not have an active communication device in the AMS counter.

The price can not be higher than the cost of the network company with manual reading.
