More than 70 million documents leaked were analyzed by eight journalists from European collaborative media companies for eight months. According to Football Leaks, UEFA has knowingly helped clubs overcome their own mistakes. This should have been done for "political reasons", and the current FIFA President, Gianni Infantino, was the focus of concern.
Both clubs led the owners in Qatar and Abu Dhabi, respectively. Both clubs have avoided the harshest penalties for violating the FFP regulations, such as the exclusion of the Champions League, and even though, according to the investigation, they used "banned funds" from the Oil states to blow up their budget.
Football Leaks says that homeowners in Qatar and Abu Dhabi have injected 4.5 billion euros ($ 43 billion) into both clubs over the past seven years. Of this amount, 2.7 billion euros fell in Manchester City, partially camouflaged as the reported value of sponsorship agreements.
UEFA rules stipulate that clubs must not spend more than they earn and set strict limits on the amount of deficit that a club may have over a three-year period.
Infantino negotiated
PSG and Manchester City were fined by UEFA in May 2014, but according to the French website Mediapart, which participated in the investigation, UEFA general secretary, Gianni Infantino (now FIFA President) has negotiated an agreement with Manchester City at the back of the committee responsible for the implementation of the FFP.
In the email sent by Infantino to the president of the city, Khaldoon Al Mubarak, Nicolas Sarkozy was in the field of copying. The former French president is a supporter of PSG who would have helped the city's owners to circumvent the rules of the FFP.
Paris Saint-Germain is under investigation for its very expensive buyback, including Barcelona's Neymar record for a record 222 million euros.
Wild Jerk in the value
The club refers to very lucrative sponsorship agreements with the National Bank of Qatar and with the country's tourism board. With the tourism agency, the club has a five-year contract worth more than one billion euros (about 10 billion euros).
Two independent audit firms estimated the fair value of the contract at € 123,000 and € 2.8 million a year respectively.
Mediapart asked Manchester City to comment on these announcements.
– The attempt to damage the reputation of the club is organized and obvious, the answer has sounded.
PSG said in a statement that the club "has always sought to comply with the laws and regulations in force and firmly rejected the claims published by Mediapart.
