The automaker has spoken with representatives of two states in Germany, writes the newspaper and quotes unidentified people who participated in the negotiations.
The company considers itself a big factory in Europe where both cars can be built and batteries, according to WSJ.
Tesla will not comment on the claims themselves.
In June, Tesla leader Elon Musk told Twitter that Germany was his first choice for a possible European gigafabric:

Tesla already has an engineering division in Prüm, Germany, near the Belgian border, according to Reuters.
The company announced last month its intention to build a plant in Shanghai to increase its production capacity.
Tesla's plans to expand to global markets could, however, be threatened by the intensification of trade disputes and President Donald Trump's desire to keep jobs in the United States.
