Omar, a member of the informal liberal group known as the “scouade,” suggested Monday that the best way to respond to the decision was to simply ignore it.

Biden, on the campaign trail, had made immigration reform a top priority after a series of previous administrations had promised – and failed – to overhaul an immigration system that all parties keep failing.

As part of the $ 3.5 trillion spending bill currently underway in Congress, Democrats are trying to do just that. Their package includes provisions for legal status and the possibility of eventual citizenship for millions of undocumented immigrants brought into the country as children. The legislation would also provide green cards to other immigrant groups, including agricultural workers and those who have been granted temporary protection status due to perilous conditions in their home countries.

Still, MacDonough found that these policy changes flouted Senate reconciliation rules, which Democrats use to move the $ 3.5 trillion package without Republicans backing.

“The policy changes of this proposal far outweigh the budgetary impact attributed to it and it is not appropriate to include it in the reconciliation,” she wrote in the decision.

Omar wasn’t the only one criticizing the advice. Schumer said he was “deeply disappointed” with the decision and vowed to find other ways to get Biden’s immigration program enacted.

“Senate Democrats have prepared alternative proposals and will hold additional meetings with the Senate parliamentarian in the coming days,” Schumer said in a statement.

This isn’t the first time MacDonough has frustrated Democrats with her rule-making – nor the first time the Liberals have pushed back on recommendations to fire her.

In February, MacDonough issued guidelines preventing Democrats from including a mandatory federal minimum wage of $ 15 in a huge package providing economic and health relief from the coronavirus pandemic. The move sparked howls from progressives, who wrote to Biden urging him to “refute” the decision and continue raising wages.

He refused and the salary remains at $ 7.25 an hour.
