WASHINGTON – President-elect Joe Biden’s plan to appoint Neera Tanden as head of the Office of Management and Budget is already sparking tensions on Capitol Hill, where Republicans say his past comments will threaten his confirmation and undermine the new’s commitment president to calm political waters.
