It does not necessarily cost the Buyer the money needed to get an IP ranking – it's up to the company to decide the impact of that cost on profits. And IP ratings can be especially important if you are outdoorsy. They let you know quickly if a phone will survive your trips and help you make informed purchases. Although the lack of IP address does not necessarily mean that a phone is fragile, it will not be very reassuring.
