BAKU, Azerbaijan – The OPEC and a group of 10 oil-producing countries, led by Russia, are stepping up their crude output cuts, but remain divided over whether to keep the restrictions down, officials said Sunday.

Saudi Arabia, which de facto chaired the Organization of the Petroleum Exporting Countries, met with Russia and a few other countries in the country to discuss how the coalition of 24 countries has complied with the agreement reached in December, according to which 1.2 million barrels a day would be withdrawn from world markets.
