Did a leaked clip reveal the new Borderlands speed rating?

A 26-second long clip of what appears to be Borderlands 3 was discovered by eagle-eyed players on Twitch.
The user vestan has downloaded the clip on ResetEra and has since made his tour on various other forums. The images would have been found on a Gearbox Twitch chain that was testing the new Echocast feature of Borderlands 3 and was reimported after the original video was removed.
The clip itself presents very little in terms of traditional gameplay, but what it shows informs us of several new details. The user interface shows the fact that the weapons now have several shooting modes that can be swapped between the use of the d-pad. In the case where the gun is used in the clip, it relates to the rate of fire, but a weapon found in a chest can change between the elements of fire and radiation. Radiation is a new element and could eventually replace slags from previous games.
It also appears that there is now an object score, similar in nature to the Destiny 2 power level and the Division gear score. This should help make it immediately clear if new equipment is better or worse than your currently equipped equipment. Firearms also have a new manipulative statistic, possibly relating to recoil.
The redesigned HUD displays a tracking quest objectives under the mini-map, as well as a tracking of the challenges at the opening of a chest, indicating that a challenge system is probably part of Game.
Fans also speculated that, using the gear notes and statistics presented, the scaling appears more like The Pre-Sequel than Borderlands 2, which means that enemies located a few steps forward should not be impossible, and that they are inferior an absolute cake walk.
Finally, the voice of Claptrap has been changed for this game. The original voice of the crazy robot, David Eddings, no longer works for Gearbox. You can hear his replacement, Jim Foronda, express Claptrap in the clip.
