Fafnir returns to the Persona series in Persona 5 Royal.
As usual, Atlus publishes small information about Persona 5 Royal through the Character official twitter. Sometimes short game videos are also released. The last shows the merger of Fafnir's persona, a new persona added in Persona 5 Royal.

Fafnir is a demon already appeared in a lot of Megami Tensei related games in the past, but was absent from the original Persona 5. Fafnir is part of the Arcana force. I bet it will be in Shin Megami Tensei V also because I think that Atlus will reuse a lot of the designs they've designed for Persona 5 The. Hope we will have some SMT V news at Tokyo Game Show 2019.
Atlus already confirmed Persona 5 Royal include many new collectible characters for Joker. Each member of Ghost Raiders also has new characters. You can check them here and here.

Atlus took place on August 30th Persona 5 Royal event at Billboard Live Tokyo. During the event, Atlus unveiled the third full trailer Persona 5 Royal, a new trailer for Persona 5 Scramble The Ghosts Strikers, and the introductory trailer for Joker.
Exclusive PS4 Persona 5 Royal launches October 31 in Japan and Spring 2020 in the West.
