10-year-old Makiyah Wilson was killed and four adults were injured, police said.
"I miss my daughter," Makiyah's mother, Donnetta Wilson, told the Washington Post on Tuesday.
"She was an incredible little girl," Wilson told the newspaper "She wanted to conquer the world".
It is not clear if any of the victims were targeted, said Dickerson.
"All the hopes and dreams that his family had for her [are] have disappeared," Dickerson said of the 10-year-old assassination. "We must be indignant, we must work with the police, we must work with us to remove the illegal guns from our city."
"They went out into this community without regard to human life and opened fire," Dickerson said. "And we have to stand up as a community to say" no more "."
Wilson called the gunmen "cowards," the Washington Post reported.
"I just want justice to be done to my daughter," she said.
The police department stated that he was "determined to do justice to his family, and needed your help to identify those responsible."
The ministry urges the public to watch the video and photos of the suspect's car, described by the police as an Infiniti black four-door sedan, which lacks the rear bumper, along with paper tags .
