He added that it would not be fair for the teachers who are preparing for an exam and who believe in the meritocracy which, suddenly, a group of teachers, without passing test and without fulfilling the necessary conditions, immediately enter the career of public teacher.

He clarified that the places that had before these 14 thousand teachers currently, they are occupied by other graduate teachers having passed the corresponding examination. As a result, these places are no longer available, he noted.
He recalled that these 14 000 teachers they had almost three decades to get the pedagogical title, but they never did it. Even in 2012, they were still two years old to be able to present their degrees and join the public teaching career; However, few people have regularized their situation.
He said that despite this, in 2014, the MINEDU He convened an extraordinary review and out of 14,000 only about 5,000 were presented, but just over 500 were successful, showing that the majority did not have the appropriate level.
As a result, they were removed from the educational service so that their places could be filled by teachers having passed the entrance examination. Public Education Careeras established by law, he added.
