They noted that guards were supervised by coordinators operating abroad. One of them was Enrique Gutiérrez Saldaña, a Peruvian citizen residing in Mexico. "He helped distribute the fake dollars in this country," they said.

They also said that another contact was Marcos Dionicio Marín Quintana, aka "Marcos", also a Peruvian citizen residing in Argentina. In turn, they relied on coordinators to monitor the porters' route.
