On July 13, reforms were published in the General Law on Climate Change, promulgated in 2012. Other changes include provisions relating to the Paris Agreement, which is the Convention adopted by the decision 1 / CP.21. at the 21st session of the Conference of the Parties to the United Nations Framework Convention on Climate Change. This agreement establishes measures related to the reduction of greenhouse gas emissions, replacing the Kyoto Protocol of 1997.

In its objectives, indicated in Article 2 of the agreement, it aims to strengthen the global response to the threat of climate change, in the context of sustainable development and poverty eradication efforts, with the aim of keeping the average global temperature rise well below 2 degrees Celsius per pre-industrial levels, and to continue efforts to limit this temperature increase to 1.5 degrees from pre-industrial levels, recognizing that this would significantly reduce the risks and effects of climate change. Likewise, it seeks to increase the capacity to adapt to the adverse effects of climate change and to promote climate and development resilience with low greenhouse gas emissions, so as not to jeopardize food production. .

The purpose of the Mexican Act in section 2 is to regulate greenhouse gas and compound emissions so that Mexico contributes to stabilizing its concentrations in the atmosphere at a level that prevents dangerous anthropogenic interference with the climate system by considering, as appropriate, the provisions of the second Article of the United Nations Framework Convention on Climate Change and other provisions derived therefrom

. Section VIII of the same precept states that the foundation must be established for Mexico to contribute to the respect of the Paris Agreement.

Among the adjustments, it is also required, in Article 28, that the Federation prepare a National Adaptation Policy Framework within the National Climate Change System. The federation, the federative entities and the municipalities, within the framework of their competences, must carry out actions of adaptation to the development of the policies, the National Strategy, the Special Climate Program, the National Policy of # 39; Adaptation and programs.

This National Adaptation Policy will establish plans, programs, actions, economic, policy and regulatory instruments for the progressive achievement of specific emission reduction objectives, by sector and taking as a reference scenarios of reference and reference. by sector which are established in the instruments provided for by law, taking into account the contributions determined at national level for the achievement of the objectives of the Paris Agreement, access to financial resources, technology transfer and the capacity building, as well as another international treaty signed by the Mexican state about climate mbio

Politics must ensure that the baseline to be committed by Mexico does not limit the country's economic growth , and in the development of this line the productive sectors must participate, in coordination with the national bodies involved in economic policy All of the above, as indicated in Articles 31 and following of this order. n
