PG & E Corp. had known for years that hundreds of kilometers of high-voltage power lines could fail and cause fires, but it failed repeatedly to make the necessary upgrades.

Documents obtained by the Wall Street Journal under the Freedom of Information Act and as part of a regulatory dispute over PG & E spending on its power grid show that the company is aware for a long time that parts of its 18,500 km transmission system have reached the end of their useful lives.
