MANILA – Potential bidders for the country's third telecom segment are expected to form alliances ahead of the government's possible selection of the PLDT and Globe Telecom challenger, a consumer advocate said Friday.
Ten companies bought documents to be able to bid for the third phone company location and a "provisional" player could be announced as early as November 7, officials said.
"We do not think these 10 will submit on their own. Alliances will be formed, "said Pierre Galla, co-founder of Democracy.net.ph.
By using the "highest level of service commitment" criterion, it is unlikely that selection will be politicized, Galla said.
Buyers of the bid documents include China Telecom, Telenor of Norway, Davao Dennis Uy of Davao, and a consortium of former Ilocos Sur governor Luis "Chavit" Singson.
