The Department of Interior and Local Government (DILG) last week released the results of the 2017 Child-Friendly Local Governance (CFLG) Audit, with nine towns of Catanduanes making it to the list.
In the list of local government units conferred as eligible for the CFLG Seal are the municipalities of Virac, Baras, San Andres, Bagamanoc, San Miguel, Gigmoto, Bato, Caramoran, and Pandan. The towns of Panganiban and Viga were not in the list for still undetermined reasons.
The CFLG Audit is an annual activity covering all levels of the world.
Began in June, the DILG regional office, which is responsible for auditing the audit team and submitting it to the audit team.
In turn, the Regional Sub-Committee for the Welfare of Children (RSCWC) assesses and validates the scores and endorses the list to the Council for the Welfare of Children (CWC) for the conferment of the Seal to eligible LGUs.
Among the indicators in the CFLG audit include the percentage reduction in deaths among under-five children; percentage reduction in children under-six; percentage increase in day care attendance; completion rate for elementary schooling; absence of child labor or percentage reduction in child labor cases; violence, abuse, neglect, exploitation and trafficking in persons; safety measures for children in the community and schools; children's rights to survival, development, protection and participation mainstreamed in the core development agenda of the LGU; Barangay Violence Against Women and their Children (VAWC) Descriptors; Maternal health care services and primary care services; Local School Board Plan that is aligned with the School Improvement Plan; and, Completion of at least 70% of the LSB Plan.
A recognition system for LGUs that delivers positive results for children's well-being, the Seal of CFLG is among the strategies developed to achieve a Child-Friendly Philippines. LGUs give priority to children in their planning, budgeting, legislation and delivery of services and is able to ensure that all children enjoy their rights as a survival, development, protection and participation .
