MANILA, Philippines – The Commission on Audit (COA) said the crime of bribery may have been committed in a contract that gives Ben Tulfo Bitag Media P89,878 million or a 75% reduction total cost of dissemination that the Ministry of Tourism (DOT) would pay the popular television network (PTV) for the dissemination of tourism segments.

"T Here is a possible conflict of interest that could be a violation of Section 3 (e) of the Anti-Graft and Corrupt Practices Act," said COA in its report. 2017 audit of the DOT.

State auditors explained that the offense may fall within the prohibition of "c ausing any undue injury to a party, including the [19659007] to give a private party unjustified advantages, advantages or preferences in the performance of its official administrative or judicial functions by manifest partiality, manifest bad faith or gross and inexcusable negligence. the DOT secretary of the time, Wanda Teo, is the sister of Tulfo

Costs of dissemination

Just how much did Tulfo pay for the case? [19659011] The ACO audit report for 2017 on the DOT indicated the total cost of the contract for air travel segments on PTV programs was 120 million pesos, but that 75% or 89.878 million dollars would be paid to Kilos Pronto a show owned by Bitag de Tulfo .

A summary obtained by Rappler from PTV by Freedom of Information Request (FOI) shows that as of May 24, 2018, a net total amount of 71.061 million pesos was paid to Bitag in 4 installments

Details in the audit report of COA revealed that Bitag would be paid 35.67 million pesos for the dissemination of 157 tourist segments on Kilos Pront and 548.8 million pesos for 1,232 advertising placements of one minute also in Kilos Pronto .

State auditors stated that they could not verify whether the contract was being met due to the lack of documents submitted to them by the Department of Transportation

. inconsistencies in the number of TVC broadcasts, segment and DOT broadcasts, indicating non-compliance of the PTV with the agreement protocol, "said the ACO. 19659024] There is also the question of whether the project was proposed to Bitag, and one of COA's recommendations to DOT is to make sure that all their purchases follow the process of appeal usual offers in accordance with the Public Procurement Act.

Rapple Earlier reported that Bitag also produces the show DOT I Travel Pinas which is a stand-alone show that broadcasts on PTV on Sundays.

We sent requests to PTV if I Travel Pina is the same as the tourism segments that were previously reported by COA in its PTV audit.

We have not received any direct response from PTV.

However, the DOT audit reveals that I Travel Pinas ] is indeed the name of the standalone show, and the segments and locations detailed in the DOT-PTV-Bitag agreement .

The question now is, if Bitag was paid for the release of segment costs, how much was paid?

The COA analysis shows that the remaining 25% of the unpaid broadcast cost to Bitag are:

  • Buy Program – PTV Travel Program worth 4 , 8 million
  • – 60 second PTV programs worth 25.3 million pesos

Who produced the program and the one-time investments? The letters previously presented to ABS-CBN by Teo's lawyer, Ferdinand Topacio, suggest that a team would produce everything.

In the letter dated February 6, 2017, PTV Director Ramon del Rosario and Executive Director Dino Apolonio wrote to Teo.

PTV would produce the tourist program, segments, and one-time placements, and they would all be broadcast on PTV Network. How much was the case? P120 million, according to Topacio – same as the total cost audited by COA.

The letter reveals that the PTV has offered the production services of its "production equipment that is capable and ready to produce weekly tourism programs." the PTV has internal production, the hiring memorandums obtained through the FOI requests show that PTV hired 14 production employees for I Travel Pinas . Bitag's publications on social media indicate that they produce I Pinas Travel .

In the soap opera Bitag, PTV presenter Jules Guiang writes on Twitter: " It will always be frustrating that some people make our network their dairy cow for their blocktimers while our shows internal struggles "

Bitag is a blocktimer

There are still questions about what Bitagh of Tulfo won from all, but officially, the production company received 71 million pesos.

They had promised to return the initial amount of 60 million pesos, but did not do it. – Rappler.com
