MANILA, Philippines – Legislators of the bicameral conference committee agreed to make the budget discharge process less strict under the proposed Bangsamoro Basic Law (BBL).
After Lawmakers Meet for About 13 Hours Monday, July 9, Senate Majority Leader Miguel Zubiri said the bicam removed the provisions forcing Bangsamoro to spell out plans and programs before the government releases the region's annual global subsidy or its share of national revenues.
The requirement of prebudget release would protect the Bangsamoro region against a scenario in which it would have no funds for social welfare and development activities.

However, Zubiri said that transparency and accountability measures are still in place to ensure proper use of the Bangsamoro budget.
He stated that the Bangsamoro Government would still be required to submit the necessary documents for consideration by the Budget Department. and management, the Department of Finance and the Audit Commission, among others.
Earlier on Monday, bicam members removed the anti-dynasty provision in the proposed BBL and agreed to a 75-25 Bangsamoro and central government.
Tuesday, July 10, Mr. Zubiri said the bicam will split into several small working groups at 9 am to address the controversial provisions of the bill.

The controversial provisions of the BBL that must be addressed by small groups include the division of powers between the Bangsamoro government and the central government, territorial jurisdiction on land water plans and areas of cooperation Sea and Gulf Moro, and opt-in provisions for 6 cities of Lanao del Norte and 39 villages of North Cotabato.
Bicam had postponed consideration of the more controversial provisions of the BBL bill on Monday in order to leave room for discussions on less controversial parts of the measure.
