MANILA, Philippines – The House of Representatives and the Senate should spend the whole week reconciling several controversial and contradictory provisions of the proposed Bangsamoro Basic Law (BBL).

From Monday, July 9 to Friday, July 13, a total of 29 lawmakers will meet at Crowne Plaza Manila Galleria's Ballroom A for BBL's bicameral conference committee meetings.

The BBL, as it is passed, will create a new and more powerful Bangsamoro region to replace the Muslim Mindanao Autonomous Region

In exchange, the Moro Islamic Liberation Front (MILF) will be able to replace it. is committed to downgrading its troops and ending the decades-long armed struggle. The MILF would then create a new political party and participate in the Bangsamoro government.

But BBL bicam's debates will be lengthy and exhaustive, with lawmakers expected to frown upon tackling the significant differences between House Bill (HB) No. 6475 and Senate Bill (SB) No. 1717. (READ: Difficult to reconcile the Senate and House versions of BBL)

Among the important amendments in HB 6475 and SB 1717 is the lowering of the Bangsamoro region's annual overall grant or its share of domestic domestic revenue of the proposal of 6% or 72 billion pesos to 5% or 59 billion pesos.

The Senate version also removed Bangsamoro's power over all other areas not listed.

The House version, meanwhile, allows only one plebiscite for cities and provinces sharing a common border with the Bangsamoro to reach the region. Originally, BTC wanted a plebisicity every 25 years.

The Senate also seeks to prohibit political dynasties in the Bangsamoro, prohibiting party representatives from standing as candidates when it is related to the second degree of consanguinity or affinity with another party or representative district in the same parliament.

The versions of the BBL to be attacked by bicam have already been criticized for being a watered down version of the original version proposed by the Bangsamoro Transition Commission (BTC).

MILF members and civil groups from Marawi City and Lanao del Sur want the deleted provisions of the BBL to be reinstated. (READ: The final version of the BBL holds the Mindanao peace process)

The pressure is now on the members of the bicam, who must be able to reconcile the versions of the House and Senate before the 3rd speech of President Rodrigo Duterte ( SONA) in the afternoon of 23 July.

The president is expected to sign the BBL in the morning before delivering his third SONA.
