Bishop Brodarick S. Pabillo, Auxiliary Bishop of Manila, President of the CBCP Episcopal Commission on the Laity, urged parents to refrain from following the secular path of observing Halloween as a prelude to the Day of All souls, when children are required to dress up as monsters and scary creatures.

"We encourage parents not to dress their kids with scary costumes, which makes Halloween a celebration of death. The costumes, including the masks representing the devil, make it a non-Christian celebration, "Pabillo told Radio Veritas.

Previously, the Church had encouraged parents "to dress their children as saints to create a deeper awareness of the lives of holy men and women and to make the Halloween parade a parade of saints".

The CBCP has stated that many parishes have organized the parade of saints in recent years, including St. Peter and Paul Parish in Makati, Our Lord's Ascension to Paranaque, San Antonio De Padua to Marikina, Sta. Cruz, parish of Caloocan, Nuestra Señora Dela Paz and Buenviaje of Bacoor Cavite, Sta. Cecilia, Maly Parish, Pangasinan, San Roque Catholic School, Mother of Mercy in Loma De Gato and St. Michael the Archangel Parish of Marilao Bulacan.

The parish of Saint-Name-of-Jesus in Arevalo, in the city of Iloilo, has been organizing the parade of saints for six years. Parish priest Gerardo Clasico Nufable said: "The Procession of Saints serves as a culmination in the month of the Holy Rosary and prelude to the solemnity of All Saints."
