MANILA, Philippines – President Duterte could sign the Bangsamoro Organic Law before delivering his third State of the Nation Address (SONA) on Monday, Malacañang said.

Presidential Spokesperson Harry Roque thanked Congressmen for reconciling their versions of the bill, one of the priority measures of the Duterte administration.

The bicameral conference committee approved Bangsamoro's proposed organic law on Wednesday evening, a year after the Bangsamoro Transition Council submitted its draft to the president.

"We thank our legislators and the members of the Bangsamoro Transition Council because the bicameral conference for the BBL or the Bangsamoro Basic Law is over, and the president can now sign the BBL before its SONA on Monday," Roque said. .

He could not say exactly when Duterte would sign the measure, but expressed the belief that the president could do so on Monday.

"As soon as we receive the consolidated version of the Republic bill, the president will be able to sign," Roque said. "It's possible that it's Monday … I think it's the target anyway."

Under the Constitution, the president has 30 days to sign a measure or veto it. If it does not happen within 30 days, the bill will lapse.

The House of Representatives and the Senate must ratify the bill separately before it can be sent to the President for signature .

ratification will be made when both Houses meet on Monday morning to open the Third Ordinary Session of the 17th Congress.

He said that Duterte could discuss Bangsamoro's organic law during his third SONA.

Under the proposed law, a 75-25 wealth-sharing term in favor of the Bangsamoro region will be implemented to increase the region's share of the government's tax revenue.

Legislators also passed a provision on the automatic allocation of the annual overall grant for the region. The grant is equivalent to five percent of the national net domestic revenue of the Office of Internal Revenue and Customs.

The national government will allocate P5 billion to Bangsamoro each year for 10 years or $ 50 billion to rehabilitate conflict-affected areas.

The law also authorizes the Bangsamoro to apply Sharia law or Islamic law exclusively to cases involving Muslims. adhering to the Constitution.

Tribal laws will apply to disputes involving indigenous peoples in the region.

Duterte had previously stated that non-compliance with the BBL would aggravate the conflict in Mindanao and provide terrorist groups with the opportunity to recruit members.

Do not judge yet

Senate Speaker Vicente Sotto III advised BBL critics to give the measure at least two years to keep its promises before deciding on the measure.

Sotto said that the proposed BBL could be repealed by Congress if the same issues such as secession and hostilities arise during the first two years of implementation of Mindanao's new organic act.

He said that the BBL could serve as an experiment for federalism ever since. the law contains elements similar to those proposed by supporters of some form of federal government.

In the first two years of the BBL, Sotto said that critics should monitor the use of the budget for the Bangsamoro region and how they are There is therefore a list of problems.

If there are sufficient reasons to claim that the law has not kept its promises, then he said that Congress could be asked to work on the repeal of the BBL. 19659002] This Senate minority leader, Franklin Drilon, expressed his fears that the BBL would be able to address the fundamental issue of good governance in Mindanao.

While Drilon is optimistic, the law will succeed in peace and stability in the region, he said, the lack of effective measures of the BBL to solve the governance problems that plague the Autonomous Region of Muslim Mindanao ( ARMM) for decades, would not be able to solve the problem of poverty. 19659002] He said that the removal of the anti-dynasty provision, similar to that found in the reform law Sangguniang Kabataan, could negate other measures that Congress has put in place to promote good governance in the Bangsamoro region.

These include provisions that promote accountability by keeping the Board on the audit as an exclusive auditor and strengthening the qualification of judges of Islamic Courts.

The Bangsamoro government also has the power to create Crown corporations, but it should comply with the provisions of the Government of Canada's Governance Act. It can also adopt its own civil service rules that should comply with existing rules.

Sen. Sonny Angara is confident that what has been approved by Congress at the BBL bicameral conference committee meetings will stand the test of constitutionality.

Sen. Francis Escudero said that the BBL is not a perfect document, and that achieving and fighting for peace is an ongoing process.

The Best Moment

With the historic approval of Bangsamoro's organic law, members of Congress declared that the time had come to break the secessionist movement of war-torn Mindanao Muslims.

"We were all sworn to support and defend the 1987 Constitution of the Philippines. We must respect it," said Majority House Leader Rodolfo Fariñas, who has made sure that the Bangsamoro's Basic Law was "in accordance with the Constitution."

He informed President Pantaleon Alvarez that the House contingent at the committee of the bicameral conference he was heading "successfully completed the mandate" that they had been entrusted, and will hand him the bicam report on Monday.

"Thank you for your confidence and your trust," said Congressman Ilocos Norte. "Finally, I wish to congratulate and thank the members of our contingent for the six days of daily work of at least 13 hours that they contributed. "

" At least things about BOL are coming to fruition, "he added.

Fariñas stated that the bill on peace will be ratified during the morning session of Congress on July 23 and allow Duterte to sign it in the law hours before his third SONA at 4 pm. of the same day.

BARMM new government configuration

The Bangsamoro Organic Law would create the BARMM and be headed by a chief minister and a ceremonial chief named a wali.

In its structural government, the BARMM will have a Parliament of 80 members composed of 50% of party representatives, 40% of district representatives and 10% of sectoral representatives.

This also includes a provision guaranteeing two seats reserved for "indigenous peoples and non-Moro settler communities"

. provinces such as Tawi-Tawi, Sulu, Basilan, Maguindanao and Lanao del Sur pending a regional plebiscite.

The regional plebiscite will include six municipalities of Lanao del Norte and 39 barangays of North Cotabato for inclusion voted by a favorable majority.
