MANILA, Philippines – All cops deployed for President Rodrigo Duterte's 3rd State of the Nation Address (SONA) will only monitor security threats. Some will watch their police colleagues.
On Monday, July 23, the Philippine National Police (PNP) deployed human rights officers to monitor violations of their rights by their colleagues
. They were trained by the Human Rights Bureau of the Police, said PNP Executive Director Oscar Albayalde, who also received reminders from the Commission. Gwen Pimentel Gana, Commissioner for Human Rights, Sunday, July 22.

Jacqueline de Guia, spokesperson for the CHR, to Rappler in a text, they will send "nearly 40 investigators and lawyers" to monitor the demonstrations.
No major violent incidents were reported during the SONA protests in 2017. Only Duterte's conversation with the protesters was the biggest surprise of the security forces.
